Israel Plans Annexation of West Bank Land

Written by Stephen Lendman Subject: Israel - Palestine
Israel Plans Annexation of West Bank Land
by Stephen Lendman (stephenlendman.org - Home - Stephen Lendman)
US support and encouragement lets Israel get away with mass murder and much more. Its longstanding plans call for stealing and annexing all valued Judea and Samaria land.
Law Professor Michael Lynk serves as UN special rapporteur on the situation of human rights in the Palestinian territories - a thankless job.
His predecessor Makarim Wibison quit because of extreme Israeli obstructionism, saying his best "efforts to help improve the lives of Palestinian victims (were) frustrated every step of the way."
Richard Falk held the same position from March 2008 - May 2014 - obstructed in his work by Israel the same way.
Human rights defenders aren't welcome or safe in Israel. They risk arrest, physical assault and death threats.
Falk explained Israel and Zionist zealots vilified him. In his first term, he was expelled from the country, denied free access to Occupied Palestine, obstructed from doing his job to keep Israeli human rights abuses suppressed.
Lynk justifiably criticizes appalling Israeli persecution of defenseless Palestinians. Earlier explaining his background and qualifications to serve as UN special rapporteur for Palestine, he said:
"I have extensive experience in the areas of industrial relations and labour law, human rights law (both domestic and international) and in the Middle East, particularly in the Occupied Palestinian Territories."
He practiced labor, human rights, and refugee law for about 10 years, along with teaching constitutional, administrative, labor and human rights law since 1999.
In his most recent assessment of conditions in Occupied Palestine, he expressed alarm over deteriorating human rights, describing what he saw as increasingly unacceptable, stressing:
"After years of creeping Israeli de facto annexation of the large swathes of the West Bank through settlement expansion, the creation of closed military zones and other measures, Israel appears to be getting closer to enacting legislation that will formally annex parts of the West Bank."
"This would amount to a profound violation of international law, and the impact of ongoing settlement expansion on human rights must not be ignored."
Lynk met with Palestinian civil society members, PA officials, and UN members in Amman, Jordan. Israel banned his fact-finding mission to the Territories.
In October, he'll present a detailed account of facts on the ground to General Assembly members - based on information he's collecting.
"This is my third mission to the region since I assumed the mandate in May 2016, and the reports I received this week have painted the bleakest picture yet of the human rights situation in the OPT," he said.
"Palestinians in the West Bank face daily indignities, as they pass through Israeli checkpoints, face night raids of their homes, and are unable to build or expand their homes or work to develop their communities due to the complex system which makes building permits nearly impossible to obtain from the Israeli authorities."
Peaceful protesters are brutalized, Gazan demonstrators massacred in cold blood. Israel gets away with high crimes because the world community fails to challenge them.
Washington supports them, the Trump regime more one-sided than his predecessors - utterly disdainful of Palestinian rights and welfare.
Citing the imminent (High Court approved) unlawful ethnic cleansing of the entire Khan al-Ahmar bedouin community, their homes and other structures to be demolished, Lynk said:
"Its residents are living in a coercive environment that may lead to forcible transfer, not knowing where they may find themselves in the coming months and not knowing if they will be living in a place where they are able to continue their traditional way of life" - their fundamental rights denied.
Conditions in Gaza are calamatous, "(r)esidents…deprived of their most basic rights, including the rights to health, to education, and most recently, in attempting to exercise their right to freedom of expression and peaceful assembly, they were deprived of the right to life," said Lynk.
Trump's aid cutoff to Palestine assures making already dire conditions much worse.
Longstanding residency rights of of East Jerusalem Palestinians are jeopardized. Human rights defenders are increasingly under attack, Lynk saying:
"The incredible, and extremely difficult work that these human rights organizations do is essential to preventing a further deterioration of the human rights situation in the OPT, and any effort to undermine this work only serves to weaken human rights in the OPT, and in the broader world."
Palestinians are ruthlessly persecuted for not being Jewish, Israeli harshness on Gazans worst of all, its two million residents hostage to Netanyahu regime viciousness.

Trump Regime Freezes All Aid to Palestinians

Written by Stephen Lendman Subject: Israel - Palestine
Trump Regime Freezes All Aid to Palestinians
by Stephen Lendman (stephenlendman.org - Home - Stephen Lendman)
Throughout Israel's history, it's had one-sided support from Washington - Palestinian rights, needs and welfare ignored, things worse than ever today.
Trump exceeds the ruthlessness of his predecessors on this and most other issues - "zero tolerance" on his watch extending far beyond his racist immigration policy and harshness toward Palestinians.
Last year, he withheld $65 million of a $125 million payment to UNWRA, the agency providing humanitarian aid to millions Palestinian refugees - imposing unlawful collective punishment on them, tweeting:
"(W)e pay the Palestinians HUNDRED OF MILLIONS OF DOLLARS a year and get no appreciation or respect."
"They don't even want to negotiate a long overdue peace treaty with Israel…(W)ith the Palestinians no longer willing to talk peace, why should we make any of these massive future payments to them?"
Washington and Israel want unconditional Palestinian surrender, subjugation under Tel Aviv's repressive boot, not peace both countries abhor.
On Tuesday, i24NEWS said the Trump regime "quietly frozen its aid to the Palestinian Authority (PA) pending review."
The action was taken three months after the so-called Taylor Force Act rider to an omnibus spending bill was enacted into law to avoid a government shutdown.
Taylor Force was a US army veteran killed while visiting Israel - daily violence instigated in the territories because of its state terror, wrongfully blamed on Palestinians.
Legislation in Force's name is one of countless examples of US indifference to their suffering. The family of his alleged attacker receives PLO financial aid, uninvolved in his death.
Taylor Force legislation was enacted to cut it off for all families of Palestinians accused of crimes against Israelis, most often holding them responsible for Israeli high crimes committed against them.
The vast majority of incarcerated Palestinians are political prisoners, guilty of praying to the wrong god, wanting to live free on their own land, opposing oppressive occupation harshness, wanting Israeli officials held accountable for their high crimes.
Taylor Force legislation calls for withholding aid to the Palestinian Authority (PA) unless it meets four unacceptable conditions:
    — terminating financial aid to families of Palestinians (unjustly) called terrorists by Israel;
    — revoking laws authorizing the aid;
    — taking "credible steps" to end (justifiable Palestinian resistance against a ruthless occupier falsely called) terrorism; and
    — investigating alleged Palestinian violence and publicly condemning it.
Not a word in Taylor Force legislation about horrific Israeli state terror, preemptive wars of aggression at its discretion, occupation harshness, unlawful settlement construction, land theft and displacement, torture as official policy, and overall persecution of a long-beleaguered people.
According to a US official, "(w)hile the Taylor Force Act restricts aid to the Palestinian Authority, with very limited exceptions, the Palestinian Authority has the ability to ease those restrictions by ending the abhorrent policy of inciting violence against Americans and Israelis through payments to terrorists and their families."
The abhorrent statement reflects longstanding US and Israeli policy of blaming innocent victims for crimes committed against them - the Trump regime more hostile to Palestinian rights than his predecessors.
US funds to the PA were suspended at end of May, perhaps to stay frozen indefinitely.
The freeze contrasts with billions of dollars in military aid and much more given Israel annually - so it can ruthlessly brutalize Palestinians, terrorize neighboring countries at its discretion, and govern extrajudicially without accountability.

Israeli Military Order Authorizes Ethnic Cleansing

Written by Stephen Lendman Subject: Israel - Palestine
Israeli Military Order Authorizes Ethnic Cleansing
by Stephen Lendman (stephenlendman.org - Home - Stephen Lendman)
Israelis are governed by civil law. Palestinians suffer under the oppressive yoke of unlawful militarized rule - their fundamental rights denied.
Military order 1797 is the latest example of extremist Israeli policy - apartheid ruthlessness by any standard, unrestrained because of full US support and encouragement.
The world community, including the UN, has done nothing over many decades to challenge what no just societies tolerate.
International law is a nonstarter in Israel, repeatedly breached with impunity, accountability never forthcoming. Slow-motion genocide of an entire population continues unimpeded - notably in Gaza.
There's no ambiguity about fundamental international law - binding on all nations, overriding their domestic laws, in America automatically US law under the Constitution's Supremacy Clause (Article 6, Clause 2) - for treaties and conventions it signed.
Article 7 of the Rome Statute of the International Criminal Court bans "(d)eportation or forcible transfer of (a) population."
Fourth Geneva's Article 49 prohibits the forcible transfer or displacement of protected persons - nor may occupying powers legally shift any portion of their own population to territory they occupy.
The Nuremberg International Military Tribunal said forcible deportation of a population constitutes a war crime.
Article 43 of the 1907 Hague Regulations requires an occupying power to respect and observe laws of the territory it occupies.
Israeli Military Order (MO) 1797 is all about unlawful ethnic cleansing. Established under Oslo II (1995), West Bank Area C comprises over 60% of the territory - controlled by Israel, the most valued occupied land along with East Jerusalem.
The MO more greatly empowers Israel's Civil Administration to order demolitions of Palestinian homes and other structures - without the right of a hearing or appeal, excluding judicial authority to overrule what's ordered.
Any Palestinian structure completed in the last six months, under construction, or inhabited for less than 30 days can be demolished within four days by order of a Civil Administration inspector - without near-impossible to get permit authorization to build.
The MO applies solely to Palestinians, not settlers. It's all about slow-motion (extrajudicial) ethnic cleansing.
Israel wants all valued West Bank land annexed, the so-called "Green Line" erased, intolerant of a two-state solution it rejects - despite phony public posturing otherwise.
On Tuesday, the PA foreign ministry said Israel's ethnic cleansing plan "imperils any opportunity for achieving peace based on the two-state solution; which is done through the continuous settlements expansion in the Occupied Palestinian Territories and in the borders alongside the Green Line, Jerusalem, and the Jordan
Valley, in addition to the series of decisions and measures that facilitate the imposition of Israeli law in Area C in order to annex it."
Extremist Israeli minister Naftali Bennett explained it, saying "(t)he West Bank and all the settlements around it will soon become part of Israel."
Commenting on his statement, the PA foreign ministry said:
"These statements are translated on the ground through their extraordinary measures, the latest of which is the Military Order 1797 which expands the powers granted to the so-called Civil Administration in demolishing Palestinians facilities, and evacuating area C from its Palestinians citizens," adding:
"(T)he long series of colonial measures are continuously escalating for the purpose of Palestinian lands theft."
"The latest notices were distributed by the Israeli occupation authorities yesterday to raze more than 29 dunums in the Jordan Valley, and the Israeli occupation forces handed over the order to seize more than 24 dunums in the villages of Yetma, Qabla and Qablan under military pretexts."
"(S)eizing large areas of Beit Surik in order to expand the settlement of Mevaseret Zion will create a situation of urban colonial expansions at the expense of the Occupied Palestinian Territories and the rights of its citizens."
"The Israeli government led by Benjamin Netanyahu bears full and direct responsibility for these ongoing crimes and their consequences and prospects for peace and its sequences on the future of security and stability in the region."
"The US administration also (is) directly responsibl(e) for the outcomes of its blind bias towards the occupation and its expansionist colonial policies."
"The Ministry expresses its deep astonishment regarding the international community's silence that claim their interest in the two state solution."
"Israel is not held accountable and punished for its crimes which encourages the occupation to continue implementing its colonialist expansionist plans."
MO 1797 is the latest Israeli ethnic cleansing action, part of its longterm plan for maximum Jews and minimum Arabs, systematically stealing historic Palestine - an unlawful agenda in flagrant violation of fundamental international law.
