In the capacity of “XXXXXXXX” I have had occasion to be familiar with a number of these Asian girls. They are players and big gamblers and I have heard their stories.
Las Vegas has always been a colorful, racy city. But prior to, I’d say 1997, the lid was usually kept on open prostitution or vice in this city. No doubt, you could find whatever you wanted, anytime you wanted, but you had to look. We maintained the image of “Sin City” but it was more of a facade than reality. Street prostitution was openly fought by Metro. Brothels have always been legal in Nye County, of course, but that was a world away, distant from the realities of our city.
But then something changed.. To the best of my knowledge, and I’ll stand corrected on this, Clark County had in place a “cross-massage” law.” In other words, it was illegal for women to massage men, and vice versa in a commercial setting. Las Vegas had no massage parlors, that I am aware of, prior to 1997. But then the law changed. And with that change, our city was changed forever. Massage parlors started popping up like weeds after a desert rainstorm.
The massage parlors were operated under the guise of “Acupressure.” One of the first to open was “Hansa” on Spring Mountain Road. Operated by a Chinese Madam named “Sue.” No idea if that was a nickname or a pseudonym.
What was shocking about “Sue’s” business was that she operated so openly, so brazenly. Right there on Spring Mountain Road, in broad daylight. Right next door to auto repair shops, insurance agencies and restaurants. One could walk in, and be solicited for sex immediately. Prices were very relatively cheap with full intercourse offered for under $200.
It needs to be said, that in Las Vegas, the sex industry is virtually 100% Chinese. In San Francisco, it used to be Vietnamese, in Los Angeles, Korean, but somehow in Las Vegas, all the owners and workers are ethnic Chinese, not from Taiwan or Hong Kong, but from the Mainland.
I was shocked that Sue could operate so brazenly, and seemingly in open violation of city licensing requirements. I knew that their license, as far as I know, restricted their hours of operation to 2:00 AM. However it was no secret that they stayed open 24 hours. How that escaped the attention of Las Vegas Metro is beyond me.. It is certainly suggestive that there was somehow a “payoff’ involved at some level, however I have never seen or heard any evidence that this is true. However over the years, and with previous Sheriff’s, open vice was targeted and prosecuted. Now they operate openly, with Yellow Page ads, and neon signs and business signs advertising their presence. I find it outrageous that an activity such as this is not openly investigated and escapes the careful scrutiny of local authorities.
One would think that they would be careful but indeed they were not. One could walk in, a stranger, and be openly solicited for sex within minutes. How they got away with this, is utterly unbelievable. But get away with this, this did indeed. And they flourished. And to this day, they still do…
By this time Asian massage parlors were popping up willy-nilly all over the Valley. To this day, I find it astonishing, that these businesses were apparently NOT subject to strict licensing background checks, but obviously they were NOT. And that also bespeaks questions of corruption at the highest levels. To me, obviously, if the City granted a license to yet ANOTHER Asian massage parlor it was tantamount to granting a business license to operate a house of prostitution.
I find thus utterly baffling. It was during this period that as a long-time resident it certainly appeared that the city was turning a blind eye. But these are my conclusions. I know what I saw and heard…
In 1998 or so, Sue opened up another business on Valley View called “Kang Fu.” It was directly across from the Rio on the southwest corner. Kang Fu , supposedly Acupressure, operated 24 hours per day. Sue owned both Hansa and Kang Fu. Hansa, on Spring Mountain was for her “cheaper” customers as her prices are less. Kang Fu was more expensive. Girls were shuttled back and forth between Hansa and Kang Fu. It was incredible, bizarre.
As a point of clarification, as I said earlier all the girls are ethnic Chinese from the Mainland. The point of recruitment is Vancouver, BC. Almost all the girls, currently working are from Vancouver. None of them are citizens and are clearly in the US under suspicious circumstances for the purposes of prostitution. I don’t know Immigration laws, but they must return to Vancouver every few months or so and return shortly to the US. Many of them cross the US/Canadian border at points considered not to arouse suspicion. They say they know where these locations are.
Despite the size of the Asian Sex industry, I would speculate that the number of actual sex workers is around 100, probably far less. All the girls know each other. Most of them knew each other in Vancouver and many knew each other in China. In China they did not come from Beijing, but some from Canton, Shanghai and Harbin in the north.
“Sue” continued to operate boldly in Las Vegas, making no attempt to “fly under the radar” as it seemed there was no Police interest in what was going on. That is a conclusion, but how could anyone think any less as these businesses continued to operate without the slightest pressure from the city. I mean anyone could find them. By driving by and stopping in, via the Yellow Pages or asking any city cab driver. The cab drivers all got paid a cut from the owners based on traffic they delivered. For under 20 bucks you could get laid in minutes.
The business continued to flourish. There was both in-call traffic in the massage parlors and out-call, hotel traffic. Numbers listed in the Yellow Pages were all cellular phones numbers.
“Sue” then opened “Body Wrap” Massage on Spring Mountain Road. This was one of her most brazen operations. Open 24 hours a day, without the slightest hint of pretense or caution. One could enter Body Wrap as an unknown customer and within minutes negotiate full sex for less than $150. How could they get away with this? Obviously they did… And for a long time. Those girls went to the bank…. Bigtime…
Most of the girls are big gamblers. Some, more than others. Their game of choice, Mini- Baccarat. Sue was a particularly big player.
The Asian sex trade is a community of girls who all know each other. As one scans the Yellow Pages, one would guess that there are literally hundreds of businesses both in call and outcall that operate in the Valley. Based on what I have been told, there are not. There only a handful. As one might suspect, several owners take out multiple ads. One Chinese girl has almost 15 different ads. All with different names. And again all the phone numbers listed are cellular phone numbers. They all know each other and pass off or trade clients based on their availability. What a cash cow this is for the Sprint Yellow Pages… these ads are expensive.
What a lucrative job this is, naturally for the girls… These girls are all foreign nationals and the job has the potential to bring in an annual income in some cases of nearly $500,000 a year, tax-free. I would think, given the size and scope of the industry that this clearly would be of interest to the IRS. The IRS and local coffers are being cheated out of $$ Millions of potential tax dollars both from individuals and the businesses. They have opulent lifestyles. Drive fancy imports and shop at Las Vegas’ most trendy and exclusive shops. They own houses and condos, both here and in Vancouver. Clearly, this is a situation of tax evasion, tax fraud of obvious interest to the IRS. In order to buy cars and homes, they find greedy lenders, often Asian who are will to falsify credit applications They have the income, they just can’t prove it or document it…
Based on what I’ve heard, not all Asian Massage parlors offer sex for money. The girls insist, “They All do.” But some appear more legitimate than others, offering no more than masturbation.
As of now, “Body Wrap” on Spring Mountain Road no longer operates a business. And I’ve been told this was a direct result of police pressure. Yet no arrests were ever made and no one ever prosecuted. Thus, the girls continue to operate, albeit in a different form. The owner, Sue, was alleged to have been the victim of foul play, but the commonly circulated story is that she fled to China in order to escape bad gambling debts.
The girls now function as independent operators. They solicit via the Internet. Specifically CraigsList/ http://lasvegas.craigslist.org/ and www.eros.com.
There is clearly a “Chinese Network” in Las Vegas. I have never seen or heard any evidence that it is connected with organized crime, not have I ever heard any reports of slavery or involuntary servitude.
Currently the hub of massage parlor-based prostitution in Las Vegas is located at “XXXXX” massage on W. Flamingo Road. I have been told that the owner, who is unknown to me, is far more careful that Sue was at Body Wrap. Sue was a big gambler, very greedy, very desperate for money.
During the daytime hours, the Flamingo location is staffed by older women, all licensed by the County. However after 1:00 AM, the staffing changes. These tend to be younger girls, unlicensed, specifically, loitering for the purposes of prostitution One may enter the premises and negotiate for sex. Most commonly, the owner or one of the girls will place a cellular phone call to one of her friends who will then travel to the business and perform the sex act with the client. If a certain girl is unavailable, then she will pass the call off to another, or another until someone is located. Again, this is a business with a physical location, ads, an address etc. It is unbelievable that this happens in plain sight. In plain sight… Right next door to “Toys R Us.” Or so it seems…
There are several other businesses, that operate on Paradise Road, with alternate locations in Henderson, that offer sexual services. Many clients have often spoken of these locations.
The girls also frequent many of our hot trendy night clubs, specifically Tao at the Venetian, and also the Ice night club. What I find shocking, is that these are relatively simple, uneducated Chinese girls from rural cities in China. Fairly traditional values. And yet the hosts at these clubs regularly provide them with drugs such as Exstacy. Again, I’m shocked that the conduct in these clubs, while not surprising, exists within the confines of a gaming environment and yet escapes the careful eye of the Gaming Control Board. But perhaps they have no jurisdiction. I don’t know. I have heard stories, unconfirmed, that several major Executives at Tao are frequent customers of some of these Asian call girls. One man, who shall be unnamed, has a particularly heavy cocaine habit. Again, unconfirmed, and hearsay, but these girls really have no reason to lie except to protect themselves.
One of the most lucrative gambling markets is the Asian business. I know Chinese Casino hosts at Wynn’s, the Mirage, and the Bellagio who maintain regular contact with these Chinese hookers. If they have a wealthy client who requests services, the hosts will place a call and take care of the guest. I have been told that the Chinese call girls cut the hosts in on part of the “action.”
Indeed, there are physical, floating houses of prostitution in Las Vegas, also operated by Chinese nationals. They do change physical locations from time to time.
The girls I know, tend to snub their noses, and look down at the girls that work in the “Houses.” The prices are cheap and the business a volume business. The girls complain that the facilities are not clean or sanitary and often they tell me the “Houses” are victims of robbery. Naturally, Metro would be unaware of this as these crimes are never reported. This is a particularly dangerous situation, clearly putting customers and workers in the path of potential violence and harm’s way.
Society’s mores and standards are changing. I don’t think prostitution has the heavy stigma or social sting that it did a few years back. It is now viewed as a legitimate pleasure or pastime, albeit a “victimless crime.” But I don’t really know if it is a “victimless crime.” The girls have regular customers, some of whom spend several thousand dollars monthly. Clearly, for many of these “johns” this is a serious addiction that will ultimately damage or drain the wallets of all but the wealthiest clients. Not to mention the possible emotional and physical damage to the girls.
No doubt it’s a tough spot for law enforcement. It’s a problem that will likely never be eradicated. But to simply turn a blind eye sends a clear message that it’s OK to run a sex business. That really “What Happens in Vegas Stays in Vegas.” The lack of aggressive law enforcement the past 7 or 8 years has created an open and sizable Asian sex business that is allowed to prosper and flourish. A business that defies reasonable health codes, is unregulated, and avoids taxation. The Asian sex business is a major “underground economy.” To be sure, there’s lot of that in the “New Las Vegas” but none, none that operates as openly and wantonly as the Asian sex trade.
It’s apparently fairly simple to get a business massage license in Las Vegas or so it seems.. If not, how else would they proliferate?
For Metro to simply pop in unannounced on some of these massage parlors, and issue citations or “tickets” for improper licensing or giving hand jobs will not put a dent in the problem. These girls feel they have free rein in Las Vegas and honestly feel that the law doesn’t care. Get a fine, pay the ticket. No big deal. Next.
In my unlettered opinion there needs to be a major, coordinated assault on this blight. It needs to have local, state and Federal involvement. Local police, INS authorities and the IRS. Perhaps, if appropriate a Grand Jury needs to be empanelled. A Grand Jury might be the only way to extract testimony from some of these girls about the scope of all this.. And it’s big…
There is no such thing as a “legitimate” Asian massage parlor. All of them engage in illegal sexual activity in one way shape or form. The question is not “if” but “how much.” The massage parlors also run the same girls who are actively involved in the independent hotel-based outcall escort services.
A few short years ago, none of this existed. Now it’s everywhere… And it seems that the city of Las Vegas is the root cause of the problem, allowing it to happen in the first place…

On December 2, 1998, a story entitled "Wages of Vice. Police find a way to make money by busting massage parlors" authored by Renata Huang appeared in the San Francisco Weekly. It stated:
"For the past two years, the vice squad has been quietly collecting tens of thousands of dollars in 'restitution' from women arrested in massage parlor raids. With the blessing of (San Francisco) District Attorney Terrace Hallinan's office, charges against the women are then dropped. Technically, the women agree to enter a diversion program rather than go to court. But unlike other diversion programs -- such as those for drunk drivers or petty drug users -- this program doesn't include anything like mandatory counseling, training, or community service. Instead, the women are simply required to promise they will not stray again. And, it seems, pay several hundred dollars to the vice squad and a nonprofit organization for the favor of having their charges dropped."

The federal government believes Las Vegas is a top destination for "human trafficking" victims - from indentured servants to massage parlor workers and prostitutes held captive and forced to commit sex acts.
This belief has led the Justice Department to grant hundreds of thousands of dollars to Metro Police to tackle the problem.
But first, the Anti Trafficking League Against Slavery (ATLAS), an office within Metro that opened last month, needs to try to answer a basic question: Is there a human-trafficking problem here, and if so, how big is it?
Terri Miller, ATLAS's civilian director and long one of the top Nevada activists against the sexual exploitation of women and children, and her boss, Metro Capt. Terry Lesney, say the need for the group is clear: There is a "huge" and growing sex-oriented trafficking problem in Las Vegas.

Ah, the return of one of my favorite old ZenZone posts.
Believe it or not these parlors are everywhere here in CT. And the most amazing thing is: statewide law enforcement has done some major sweeps and shut down virtually all of the non-Asian sex businesses in the state! Even strip joints where you can get full-contact lap. Yet the Asian massage parlors remain untouched. There must be some enormous money and influence behind them.
Here in Phoenix-Scottsdale as well.
A guy who worked for me as a salesman, (also a stupid, lazy SOB) went to those joints all the time. One of the gals broke out (cough) on her own, and did the gig at his house.
He comes to me with the hearts in his eyes, and says he is getting married. turns out the chinese prostitute has talked him into it. I says "Dunce, what the hell are you thinking? " oh yea man, she's wonderful. only 29 (Dunce is in his sixties) she's slim, so much fun to be with...ahhhhh. she needs 50k to help her family with a doctor back in china, and needs to take the money personally. but he's in love.
