    Wag The Dog–Israel Threatens “Punishment” Against the US

    “Israel leveling sanctions against the United States”–It sounds like a skit on Saturday Night Live or some theme in a science fiction story that defies all known norms of reality.

    Nevertheless, that is exactly what has been proposed recently by at least one well-known minister of Knesset, Yossi Peled of Benjamin Netanyahu’s Likud party.

    Similar in appearance to some KGB-produced indictment that in darker times would have been used in charging, convicting and then executing an individual classified as an enemy of the state, the 11-page letter written and then personally given to Netanyahu by his colleague asserts that the new America governed by President Obama has now become “hostile” to the Jewish state. By insisting Israel abide by the same international law that other countries are invaded and then destroyed for flouting, Peled maintains that a “turning point” has arrived in America’s approach to the region and especially “to Israel“ and that “the new diplomatic slant” being used to “pacify the Muslim world” and the adoption of a more balanced approach to Israel” constitutes a clear and present danger to the Jewish state that must be met with action.

    If the mere suggestion of Israel biting the hand that feeds her is surreal in and of itself, the actual mechanics he suggests in bringing it about is downright Stephen Spielbergian in its madness. Included among Peled’s recommendations is that the Jewish state should go shopping for a new supplier of military goods, the sale of “sensitive” equipment that Washington opposes distributing internationally, and allowing other “competing” countries to “get involved with the peace process” and be given “a foothold for their military forces and intelligence agencies”.

    Kat: This is the first time I heard mention of these Israeli submarines. Can anyone here confirm if any of this is true? If some of it is true, how many Israeli nuclear weapons are deployed on these submarines? Remember when people worried about Russian submarines? Now perhaps the same worriers better start worrying about nuclear-armed Israeli submarines roaming at the whim of an increasingly-nutty, trigger-happy Israeli administration. Iran better watch out when all of them are heading into the Persian Gulf...

    When Barack Obama was running for president, he vigorously reassured voters of his firm commitment to America's special relationship with Israel. Indeed, he worked to beef up his pro-Israel bona fides long before he even announced his intention to run. In a 2006 speech before the American Israel Public Affairs Committee, Obama recounted a helicopter tour over the Israeli border with the West Bank. "I could truly see how close everything is and why peace through security is the only way for Israel," he said. In that same speech, Obama called the Jewish State "our strongest ally in the region and its only established democracy." During the primary and general election campaigns, Obama dispatched a stream of high-profile Jewish supporters to canvas Florida, and in a 2008 AIPAC speech, he went so far as to declare that Jerusalem must remain the "undivided" capital of Israel.
    For all the qualms that anti-Obama "smears" would depress support in the Jewish community, Jews rewarded Obama with nearly 80% of their votes, more than they gave John Kerry.
    Just six months into the new administration, however, it is becoming increasingly clear that those who harbored suspicions about Obama's approach to the Middle East had good reason to be worried. A confluence of factors -- including his administration's undue pressure on Israel, a conciliatory approach to authoritarian Muslim regimes, and the baseless linkage of the failed "peace process" to the curtailment of the Iranian nuclear program -- point to what could become "the greatest disagreement between the two countries in the history of their relationship," as Middle East expert Robert Satloff recently told Newsweek.
    This dramatic shift in American policy began several months ago when the administration signaled that it would make the cessation of Israeli settlement activity in the West Bank the centerpiece of its policy to revamp the region. And that approach, mostly hinted at through anonymous leaks, became as good as official when Obama delivered his vaunted address to the Muslim world in Cairo earlier this month. In that speech, Israel (and, specifically, its policy of settlement construction) was the only state to merit specific criticism from the president of the United States. Among all the degradations and injustices in the Middle East, from the abhorrent treatment of women in nations like Saudi Arabia, to Syrian-backed assassinations of pro-sovereignty politicians in Lebanon, to the arrest and imprisonment of gay men in Egypt, the leader of the free world singled out America's one, reliable democratic ally in the region for rebuke.

    The Knesset is like Congress. Anything might come out of the mouth of any single member, but you can't infer anything meaningful about the whole from such a remark.

    Default German Dolphin class submarines

    So Israel now has 5 of these submarines that can fire nuclear-tipped cruise missiles. So much for Germany's nuclear non-proliferation policy. What temptation it must be, to consider a preemptive strike launched from these subs in the Persian Gulf, taking out Iran's nuclear capability in a rain of cruise missiles mushroom clouds? (and the mullah administration while they are at it?)

    Though we appreciate the effort of Israel trying to strengthen its sanctions policies, it is unfair to have its action be compared to the US. The country should be given credit on its own and not by having addressing superpower.

    The Samson Option is a term used to describe Israel’s alleged deterrence strategy of massive retaliation with nuclear weapons as a “last resort” against nations whose military attacks threaten its existence, and possibly against other targets as well.[1] Israel refuses to admit it has nuclear weapons or to describe how it would use them, an official policy of nuclear ambiguity, also known as "nuclear opacity." This has made it difficult for anyone outside the Israeli government to definitively describe its true nuclear policy, while still allowing Israel to influence the perceptions, strategies and actions of other governments.[2]

    As early as 1976, the CIA believed that Israel possessed 10 to 20 nuclear weapons.[3] By 2002 it was estimated that the number had increased to between 75 and 200 thermonuclear weapons, each in the multiple-megaton range.[4] Kenneth S. Brower has estimated as many as 400 nuclear weapons.[5] These can be launched from land, sea and air.[6] This gives Israel a second strike option even if much of the country is destroyed.[7]
    The term "Samson Option" has also been used more generally in reference to Israel's nuclear program.[8] Commentators have also employed the term in reference to situations where non-nuclear, non-Israeli actors, such as Saddam Hussein[9], Yassir Arafat[10] and Hezbollah[11] have threatened conventional weapons retaliation - and even regarding former United States President George W. Bush's foreign policy.[1

    Original Deterrence Doctrine
    The original conception of the Samson Option was only as deterrence. According to American journalist Seymour Hersh and Israeli historian Avner Cohen Israeli leaders like David Ben-Gurion, Shimon Peres, Levi Eshkol and Moshe Dayan created the term in the mid-1960s. They named it after the Biblical figure Samson, who is said to have pushed apart the pillars of a Philistine temple, bringing down the roof and killing himself and thousands of Philistines who had gathered to see him humiliated. They contrasted it with ancient siege of Masada where Jewish radicals greatly outnumbered by Roman legions committed mass suicide rather than be defeated and enslaved by the Romans.[11]

    Seymour Hersh writes that once a coalition of right-wing political parties made Menachen Begin Prime Minister in 1977, the goal of Israel’s Samson Option began to change from deterrence only to also using “Israeli might to redraw the political map of the Middle East.”[16] Israel Shahak, an Israeli critic of its policies, claims: "Israel clearly prepares itself to seek overtly a hegemony over the entire Middle East...without hesitating to use for the purpose all means available, including nuclear ones."[17]

    Ariel Sharon, who was named Minister of Defense in 1981, publicly proclaimed that “his major goals included the overthrow of King Hussein of Jordan and the transformation of that country into a Palestinian state, to which Palestinian refugees would be ‘transferred’ or driven.

    Because of the Soviet Union’s support for Arab nations, Begin immediately “gave orders to target more Soviet cities” for nuclear attack, which necessitated better targeting information.[20] Israel increased its espionage efforts, including by convicted spy Jonathan Pollard, in order to obtain nuclear targeting information on Soviet cities.[21]

    Some “Samson Option” threats seem to be directed against nations which have not attacked Israel. Ariel Sharon has said: "We are much more important than (Americans) think.     High profile Israeli supporters also brandish such threats. Martin Van Creveld, a professor of military history at the Hebrew University in Jerusalem stated: "We possess several hundred atomic warheads and rockets and can launch them at targets in all directions, perhaps even at Rome. Most European capitals are targets for our air force. Let me quote General Moshe Dayan: ‘Israel must be like a mad dog, too dangerous to bother.’...We have the capability to take the world down with us. And I can assure you that that will happen before Israel goes under."[27]

    In 2002 the Los Angeles Times, published an opinion piece by Louisiana State University professor David Perlmutter in which he wrote: "What would serve the Jew-hating world better in repayment for thousands of years of massacres but a Nuclear Winter. Or invite all those tut-tutting European statesmen and peace activists to join us in the ovens? For the first time in history, a people facing extermination while the world either cackles or looks away--unlike the Armenians, Tibetans, World War II European Jews or Rwandans--have the power to destroy the world. The ultimate justice?"[28]

    Current Concerns
    Currently, the United States fears Israel will attack Iran pre-emptively because Iran’s nuclear power program could be used eventually to produce nuclear weapons.[30] Iranian threats to retaliate against Israel with 600 missiles if either Iran or Syria are attacked[31] raise concerns about Samson Option retaliation. Dr. Jerome Corsi, author of “Atomic Iran,” states that “Israel's Samson Option” could be “a preemptive strike against Iran, even if the international military and diplomatic reprisals that follow might bring disastrous consequences upon Israel itself.”[32]

    Russia is still considered an Israeli target.[33] Russia provides technical assistance to, and diplomatic support for, Iran’s nuclear program.[34] It also has sold advanced missiles to Syria.[35] In January 2007 Israeli officials voiced "extreme concern" over Russia's sale of advanced anti-aircraft missiles to Iran. They warned: "We hope they understand that this is a threat that could come back to them as well."[36] On November 8, 2007 President George Bush said: "If you want to see World War Three, you know, a way to do that is to attack Israel with a nuclear weapon."[37]

    More light was shed on the issue in February of last year when the Israeli Knesset (parliament) held the first public discussion on the country’s nuclear arms program.

    Issam Mahoul, an Arab Israeli MP and member of the Hadash (Communist) Party, petitioned that country’s Supreme Court to force the government to permit a parliamentary debate on the forbidden subject.
    The upshot of this bold and generally unpopular tactic was an unprecedented televised session of the Knesset at which Mahoul stated that, according to experts' estimates, Israel had stockpiled huge numbers of nuclear warheads.
    This had increased to what he described as the "insane amount of 200-300." The weapons had been developed with the help of the South African apartheid regime.

    Working up a head of rhetorical steam, Mahoul grandly alleged that three new German-built submarines just purchased by Israel were to be fitted with nuclear weapons.
    Their stated purpose, he said, was "to cruise deep in the sea and constitute a second strike force in the event that Israel is attacked with nuclear weapons."

    Mahoul also announced what was hardly a news bulletin - Israel was producing "biological warfare" weapons at the government's Biological Institute in Ness Ziona.
    The obstreperous MP concluded that the government's official policy of "nuclear ambiguity" was the height of self-delusion. "All the world knows that Israel is a vast warehouse of atomic, biological and chemical weapons that serves as an anchor for the Middle East arms race," he said.

    Israel's Golem Stalks the World

    Project Daniel was a 2003 Israeli project, commissioned to assess the threat to the nation of Israel from other states in the Middle East, drawing particular attention to Iran, with Iran's nuclear program in mind. It was prepared by a high-powered team of Israeli foreign policy and military experts. The report was submitted to Israeli Prime Minister, Ariel Sharon, and was discussed between Israel, the United States, and NATO.
    It surmised that the "principal existential threat to Israel at the present time is a conventional war mounted against it by a coalition of Arab states and/or Iran".

    The six members of the Project Daniel board were Professor Louis René Beres and Doctor Rand H. Fishbein (a former Special Assistant for National Security Affairs to Senator Daniel K. Inouye) from the United States, Naaman Belkind, former assistant to the Israeli Deputy Minister of Defense for Special Means, Major General Professor Yitzhak Ben Yisrael, Doctor Adir Pridor, former head of Military Analysis, and Colonel Yoash Tsiddon-Chatto, from Israel.

    The project discussed the danger from 'Weapons of Mass Destruction' (WMDs), including nuclear, chemical and biological weapons, particularly as Israel has such a high concentration of population.

    The recommendations of the report were that Israel should do anything possible to prevent an anti-Israeli coalition from being formed, and from that coalition gaining control of WMDs. It suggested Israel should retain the option of carrying out preemptive strikes, describing them as 'anticipatory self-defense'. The strikes would be a combination of air strikes and selective covert operations by ground forces at certain critical (and publicly un-named) locations.

    It also recommended that Israel should retain its current policy of deliberate ambiguity regarding its nuclear status. If, a later date, other states in the Middle East (particularly Iran) were to acquire nuclear technology that Israel perceived as a threat, then the Daniel Project recommended limited disclosure of Israel's nuclear weapons capacity, as a deterrent.
    The final recommendation was that Israel should provide constructive support to the United States' War on Terrorism, particularly in counter-terrorism operations.
